Mr. Cowhey leads efforts to optimize and integrate National Homeland Security learning through the National Training and Education System (NTES). In this role, he is responsible for outcome-based efforts aimed at the optimization of learning and qualification programs of national significance and the advancement of Emergency Management profession through training and education. Prior to this role, Patrick managed aspects of FEMA’s Homeland Security National Training Program consisting of the National Domestic Preparedness Consortium and the Continuing Training Grants program, with efforts focused on the assessment of, and solutions sets for, unmet and emerging training needs. Before joining FEMA in 2013, Patrick served as an analyst supporting the US Air Force and as a project manager with Alliance Solutions Group where he led training and exercise projects. Patrick served on active duty with the US Air Force for over 21 years in stateside and overseas locations as an emergency manager and counter-Weapons of Mass Destruction and Chemical-Biological-Radiological-Nuclear technician. Patrick has a degree in Emergency Management/Disaster Preparedness and has earned certifications in advanced WMD/CBRN planning and response strategies with live agent qualification; instructional systems design and technical instruction; leadership and program management; hazardous materials technician; and incident command.
