Transforming University Engagement In Pre- and Post-Disaster Environments: Lessons from Puerto Rico

From Utuado Puerto Rico, he earned his doctoral degree at Rensselaer Polytechnic Institute in 1997. He is offering advanced undergraduate and graduate courses in the area of ​​power systems and electrical energy. His areas of interest include energy efficiency, renewable energy sources, transient phenomena and protection in power systems. From his academic position, he has carried out administrative tasks with the Industry Affiliates program and as Special Assistant to the Chancellor in the UPRM, and as Assistant to the President in system wide Energy Planning at the UPR. He was one of the pioneers in biodiesel research in Puerto Rico through projects with the DOE and the Southern Stetes Energy Board. He worked on the DOE project entitled “Integrated Process to Stimulate Energy Efficiency action in Puerto Rico”, in collaboration with the Energy Affairs Administration (AAE), and the Puerto Rico Technoeconomic Corridor (PRTEC). He has collaborated with disadvantaged communities and community aqueducts, through two EPA projects, under the Pollution Prevention program. He has published numerous articles in his areas of expertise. Recently he has published several columns about energy and sustainability in national newspapers and is working in the application of Science Technology and Innovation for the Sustainable Development Goals through graduate and undergraduate research. He is a founding member of the National Institute for Energy and Island Sustainability at the UPR and belongs to its Steering Committee.
